Joint Operation Targets Unauthorised Moorings on the Thames Near Hurst Park

Elmbridge Borough Council has taken decisive action to tackle unauthorised moorings along the River Thames, including areas close to Hurst Park.

On Wednesday, 25 June, a joint enforcement operation was carried out at Cigarette Island, with Elmbridge Borough Council working alongside the Environment Agency, Surrey County Council, and Surrey Police. The operation follows the introduction of a Public Spaces Protection Order (PSPO), aimed at addressing unlawful moorings on Council-owned riverbanks.

During the operation, officers checked boat registrations and served trespass notices to vessels overstaying their permitted time. Some notices related to fly-tipping were also issued. This work is part of an ongoing effort and may continue through the summer with legal proceedings where necessary.

Support was also provided to boat dwellers, including advice on legal mooring requirements, waste disposal, and access to homelessness services.

The operation marked the beginning of the removal of sunken and abandoned boats from Council land, a process now underway.

This is the latest in a series of coordinated actions dating back to September 2024, aimed at reducing environmental and social disruption caused by unauthorised moorings.

Councillor Simon Waugh, Deputy Leader of Elmbridge Borough Council, commented:

“The disruption caused by unauthorised moorings has gone on for too long. With the PSPO now in place, we are stepping up enforcement to address overstaying boats and associated anti-social behaviour. Today’s operation and ongoing actions demonstrate our commitment to protecting our riverside and residents.”
